Hello from Alaska
I'm very new to flip clocks until today I didn't know they were a thing but I found a Panasonic RC-1280 and love the design and how it sounds. It seems to be working but is it normal for the minutes to not show all the way?

welcome to the forum. I do not have that model clock so I’m not sure what minutes not showing means. If you can post a picture of what the minute flaps look like, I’m sure we can help you with that. Please post in the restoration and repair area of this site. -

I'll go out on a limb here and say "No... it's not normal for the minutes to not show all the way.
